Using Fast Parcel Operators to import and export

Approved Fast Parcel Operators exporting under a Memorandum of Understanding

HM Revenue & Customs (HMRC) has approved a number of operators for specific, simplified export procedures using a Memorandum of Understanding (MoU).

Operators must first be approved by the Express Industry Team for National Export System Simplified Procedures; typically Local Clearance Procedure (LCP) or Simplified Declaration Procedure (SDP).

Operators can then apply for individual MoU status.

Under the MoU, non-restricted goods up to the value of £2,000 will be bulk-declared for Customs Export entry purposes and will have no official proof of export - except the shipper's or Fast Parcel Operator's (FPO's) Exit Summary Declaration. In these circumstances, you can get commercial proof of export from the FPO.

For goods which are either over £2,000 in value, restricted or subject to licence (irrespective of the value), there must be a full customs entry, and in these circumstances there will be both official and commercial proof of export.

Most FPOs have Track and Trace facilities, which can be used to confirm the delivery of a consignment abroad.
