From 1 January 2021, if you’re a UK-based business sending goods from Great Britain or Northern Ireland check what declarations may need to be made.

This guide tells you what declarations need to be made for goods you send from Great Britain or Northern Ireland.

Before you start

  1. Check if a declaration needs to be made when you send goods from Great Britain or Northern Ireland.

  2. Decide if you want to use the Trader Support Service if you move goods between Great Britain and Northern Ireland, or bring goods into Northern Ireland from outside the UK.

  3. If you’re not using the Trader Support Service, decide if you want to get someone to deal with this for you, or find a training provider to help you.

  4. Find out if Common Transit can be used to move goods.

Sending goods from Northern Ireland

To Great Britain

Declarations will not be needed for the vast majority of goods. Guidance about when declarations may be needed for some goods will be published at a later date.

To the EU

A declaration is not needed for any goods.

Outside the EU

For all goods, before they arrive at the location where they will leave Northern Ireland:

  • a declaration will be needed
  • an exit summary (safety and security) declaration will be needed if not already included in your declaration

How to submit

Most declarations are submitted electronically using the National Export System. If you’re going to do this yourself, rather than appoint an agent, you’ll need to register for the National Export System.

You might also need to buy third party software that can submit declarations.

You will still be able to use CHIEF for a limited period of time if you’re exporting goods from Northern Ireland to countries outside of Great Britain and the EU.
