Consultation on greenhouse gas removal and power bioenergy with carbon capture and storage

News article

Views sought on how government can best support a diversity of GGR technologies, and large-scale Power BECCS projects.

The Department for Energy Security and Net Zero (DESNZ) is seeking views on proposals for revenue support regulations relating to greenhouse gas removals (GGRs) and power bioenergy with carbon capture and storage (power BECCS) business models.

The term “engineered greenhouse gas removal” or GGR refers to a variety of technologies that remove carbon dioxide (CO2) from the atmosphere with a view to permanently storing that CO2, resulting in an overall net removal of greenhouse gases from the atmosphere. This encompasses Direct Air Carbon Capture and Storage (DACCS) and BECCS technologies, as well as other technologies that provide permanent removal of CO2.

The consultation seeks views on proposals for revenue support regulations in relation to the GGRs and power BECCS business models, including:

  • direction to offer to contract
  • publication of information
  • counterparty’s ability to carry out its functions
  • eligibility

The consultation is open to all, but responses are encouraged from those directly affected by these proposals, or who have an interest in low carbon technologies, including:

  • project developers
  • voluntary carbon market (VCM) and Emission Trading Scheme (ETS) stakeholders
  • financial investors
  • trade associations

Find out more about the consultation and how to respond.

The consultation will close to responses on Monday 9 June 2025.
